With the possibility of the
Monsoon session getting
washed out even before it
concludes on September 7,
the government is making
a desperate attempt to hold
proceedings by trying to
divide the Opposition and
isolate BJP.
The government is planning
to clear a Bill to provide
reservation in promotion
for the Scheduled Caste
(SC) and Scheduled Tribe
(ST) employees at the Centre
and states. A proposal in
the form of a constitutional
amendment is high on the
agenda of the meeting of the
Union Cabinet on Tuesday,
to be chaired by Prime Minister
Manmohan Singh.
If the Bill is brought in Parliament,
it might be difficult
for non-BJP Opposition
outfits to stall proceedings.
Any attempt to block the Bill
is expected to provide a handle
to treasury benches to
blame Opposition for “working
against the interest of
SCs and STs,” a senior Congress
leader said. Congress
spin doctors feel parties like
SP, Left, AIADMK, JD(U),
BJD may then find it difficult
to disrupt proceedings.
